1-Combine granulated sugar (1ยพ cups), cocoa powder (1 cup), and vegetable oil (ยฝ cup) in a large bowl; beat until shiny and blended.
2-Add eggs (4) one at a time, mixing well after each; beat in vanilla extract (2 teaspoons).
3-In a separate bowl, stir together flour (2 cups), baking powder (2 teaspoons), and salt (ยพ teaspoon).
4-Gradually add dry ingredients to the wet mixture, mixing on low speed until just combined.
5-Cover dough and refrigerate for at least 4 hours or overnight to firm it up.
6-Preheat oven to 350ยฐF (175ยฐC) and line baking sheets with parchment paper.
7-Scoop chilled dough into 1-inch balls. Roll each ball in powdered sugar (1 cup) immediately before baking. Place balls 2 inches apart on baking sheets.
8-Bake for 10 to 12 minutes, until edges are firm and centers are puffed but slightly wet.
9-Cool briefly on baking sheets, then transfer to wire racks.
